It provides information about representatives of financial institutions regulated by MAS, including representatives of Capital Markets Services (CMS) licensees, Licensed Financial Advisers (LFAs), and registered insurance brokers. The FIRR is a key tool for consumers and compliance professionals to verify the status and credentials of financial industry representatives in Singapore.

For Current (Active) Representatives

The FIRR displays the following information for currently appointed representatives:

Principal Name The financial institution the representative is appointed under

The FIRR shows which regulated activities a representative is authorised to conduct:

Under the Securities and Futures Act (SFA): - Dealing in securities - Trading in futures contracts - Leveraged foreign exchange trading - Advising on corporate finance - Fund management - Securities financing - Providing custodial services for securities - REIT management

For Ceased Representatives

For representatives whose appointments have ceased, the FIRR displays:

The FIRR does not disclose:

  • CMFAS examination results or scores
  • CPD compliance status
  • Disciplinary history or enforcement actions (published separately on MAS Enforcement Actions page)
  • Personal contact details
  • Detailed reason for cessation
  • Internal performance assessments
  • Complaints history

Representative Types on the FIRR

Appointed Representatives (Form 3A)

  • Fully qualified representatives with all required CMFAS examinations passed
  • Ongoing appointment with no time limit
  • Must maintain CPD compliance annually
  • Most common representative type on the FIRR

Provisional Representatives (Form 3B)

  • Representatives relocating to Singapore with a 3-month grace period to pass CMFAS modules
  • Must have at least 3 years of relevant experience in their home jurisdiction
  • Appointment automatically ceases if CMFAS modules are not passed within the grace period
  • FIRR displays the provisional status and grace period end date

Temporary Representatives (Form 3C)

  • Overseas employees of the principal conducting regulated activities in Singapore temporarily
  • Maximum initial appointment of 6 months, extendable to 24 months
  • Must have at least 5 years of relevant experience
  • FIRR displays the temporary status and expiry date

Pre-Employment Checks

Financial institutions use the FIRR during the hiring process to:

MAS Notification Requirements

Appointment Notifications

Financial institutions must notify MAS of representative appointments through the Representative Notification Framework (RNF):

FIRR Update Timeline

  • Notifications submitted via MASNet are typically reflected on the FIRR within 2–3 business days
  • During the processing period, there may be a lag between the actual appointment/cessation date and the FIRR update
  • Financial institutions should not rely solely on the FIRR for real-time status; direct verification with MAS may be necessary for time-sensitive matters

MAS Prohibition Orders

Published Separately

While the FIRR itself does not display detailed enforcement actions, MAS publishes Prohibition Orders (POs) separately:

  • Section 101 PO (SFA) — Prohibits a person from performing regulated activities under the SFA
  • Section 59 PO (FAA) — Prohibits a person from acting as a financial adviser's representative
  • Duration — POs can be permanent or for a specified period
  • Publication — POs are published on the MAS website under "Enforcement Actions"

Impact on FIRR Status

When a PO is issued:

  • The representative's FIRR status is changed to "Ceased"
  • The PO prevents any financial institution from appointing the individual
  • The PO details are published separately on the MAS enforcement page
  • Financial institutions should check both the FIRR and the MAS enforcement page

  • No API access — As of the current date, MAS does not provide a public API for programmatic FIRR access; all searches must be conducted through the web interface
  • Scope — The FIRR only covers MAS-regulated representatives; it does not include representatives of exempt financial advisers or certain excluded activities

Best Practices for FIRR Checks

  1. Search by multiple criteria (name AND identification number) to ensure accurate matching
  2. Verify results against the representative's identification documents
  3. Check both current and ceased status for a complete history
  4. Cross-reference with MAS enforcement actions page for any prohibition orders
