Corporations and Representatives System (CoRe) — User Guide¶
Overview¶
The Corporations and Representatives (CoRe) system is MAS's electronic platform for managing representative appointments, cessations, and related notifications. All CMS licensees and Licensed Financial Advisers must use CoRe to lodge forms and manage their representative registers electronically.

System Purpose¶
CoRe handles the following regulatory submissions:
- Representative appointments: Forms 3A, 3B, 3C lodgement
- Examination fulfillment: Form 3D lodgement for provisional representatives
- Cessation notifications: Notifying MAS when a representative ceases
- Variation notifications: Changes to regulated activities or representative details
- Annual declarations: Fit and Proper annual confirmations
- Fee payments: Lodgement fees and annual representative fees
- Public register updates: Maintaining the Financial Institutions Directory
Access and Registration¶
Who Can Access CoRe¶
- Authorized officers of CMS licensees and LFAs
- Typically the compliance officer, CEO, or designated administrator
- Each principal can have multiple authorized users with different access levels
Registration Process¶
- Apply for CoRe access via MAS's designated form
- Receive user credentials — MAS issues a user ID and temporary password
- First login — Change the temporary password and set up security questions
- Two-factor authentication — Set up 2FA (SMS or authenticator app) as required by MAS
User Roles in CoRe¶

System Requirements¶
Browser Compatibility¶
- Google Chrome (recommended, latest version)
- Mozilla Firefox (latest version)
- Microsoft Edge (Chromium-based, latest version)
- Safari is not officially supported
Technical Requirements¶
- Stable internet connection
- JavaScript enabled
- Pop-up blocker disabled for core.mas.gov.sg
- PDF viewer for downloading acknowledgment documents
- Screen resolution of 1024x768 or higher recommended
Digital Certificates¶
- SingPass CorpPass authentication may be required for certain submissions
- Ensure the organization's CorpPass administrator has granted the necessary e-services to CoRe users
How to Lodge Forms¶
Form 3A — Appointment of Representative¶
- Log in to CoRe with authorized credentials
- Select "Representative" > "New Appointment" > "Form 3A"
- Enter representative details:
- NRIC/passport number (system auto-populates if the individual has a prior record)
- Full legal name, date of birth, nationality
- Contact details
- Enter principal details (pre-populated from your organization profile)
- Select regulated activities the representative will conduct
- Enter CMFAS examination results:
- Module code and name
- Date passed
- Certificate number
- System validates against IBF records where available
- Complete Fit and Proper declaration:
- Answer all fit and proper questions
- Provide explanations for any "Yes" answers
- Upload supporting documents as needed
- Attach supporting documents:
- Educational certificates
- Employment history documentation
- Character references (if applicable)
- Review submission summary
- Submit with authorized signatory approval
- Pay lodgement fee ($200) via the integrated payment gateway
- Save acknowledgment — download and retain the submission reference number
Form 3B — Provisional Representative Appointment¶
- Process is identical to Form 3A with additional fields:
- Reason for provisional appointment (relocating to Singapore)
- Evidence of 3 years relevant experience
- Declaration of intent to complete CMFAS exams within 3 months
- Overseas employment records
Form 3C — Temporary Representative Appointment¶
- Process is identical to Form 3A with additional fields:
- Reason for temporary appointment (overseas employee)
- Evidence of 5 years relevant experience
- Intended duration of temporary appointment (up to 6 months, extendable to 24 months)
- Home jurisdiction regulatory status
Cessation Notification¶
- Select "Representative" > "Cessation Notification"
- Choose the representative from the active representative list
- Enter cessation details: effective date, reason, activities ceasing
- Complete declaration on pending complaints and investigations
- Submit — no fee required for cessation notifications
Tracking Submission Status¶

Checking Status¶
- Log in to CoRe
- Navigate to "My Submissions" or "Submission History"
- Filter by form type, date range, or status
- View details — click on any submission for full details and any MAS queries
Responding to MAS Queries¶
- MAS may raise queries during the 14 business day review period
- Queries appear in CoRe with a notification to the submission contact
- The principal must respond within the timeframe specified in the query (typically 7 business days)
- Late responses may result in rejection of the submission
- Responses are submitted through CoRe, not via email or letter
Common Issues and Troubleshooting¶
Login Issues¶
- Forgotten password: Use the "Reset Password" function on the login page
- Account locked: Contact MAS helpdesk after 5 failed login attempts
- CorpPass issues: Verify with your organization's CorpPass administrator that the CoRe e-service is authorized
Submission Errors¶
- NRIC validation failure: Ensure the NRIC number is entered without spaces or dashes
- Examination records not found: IBF records may take 2-3 business days to sync; retry later
- Document upload failure: Maximum file size is 5MB per document; accepted formats are PDF, JPG, PNG
- Payment failure: Ensure your corporate credit card or bank account is authorized for online payments
Data Discrepancies¶
- Name mismatch: The name in CoRe must match exactly with the NRIC/passport; contact MAS to correct
- Activity code mismatch: Verify the correct regulated activity codes from the SFA/FAA schedules
- Historical records: If prior appointment records are incorrect, raise a support request through CoRe
System Maintenance¶
- CoRe is typically unavailable during scheduled maintenance windows (usually weekends, notified in advance)
- Save work frequently using the "Save as Draft" function
- Do not leave a form idle for more than 30 minutes as the session may time out

Integration with Regnify¶
Regnify automates the internal preparation and approval workflow before forms are submitted to MAS CoRe. The platform:
- Collects representative information through guided single-page Form 3A/3B/3C forms
- Routes the declaration through internal multi-level approval chains
- Validates all fields against MAS requirements before submission
- Generates the completed form package ready for lodgement in CoRe
- Tracks the end-to-end lifecycle from internal draft through MAS approval
- Exports declarations as PDF or DOCX using the official MAS Form 3A template — useful for record-keeping, internal audit, or downloading a copy before manual CoRe lodgement
Downloading a Declaration Copy (PDF / DOCX)¶
When you need a copy of a declaration for your records, internal audit, or to attach to compliance files, Regnify exports the filled MAS Form 3A in two formats: PDF (via LibreOffice rendering of the official template) or DOCX (the editable Microsoft Word template). Both formats are generated server-side from the same MAS-compliant template, so the rendered document matches what MAS expects to receive on lodgement. The export is available from the declaration detail view at any status from Approved onward.
The current workflow requires manual lodgement in CoRe after internal approval in Regnify. Future integration may include direct API submission to MAS systems.
