Pre-Submission Checklist for MAS Representative Appointment

Overview

This 25-point checklist covers all validation rules, common rejection reasons, and preparation steps that should be completed before submitting a representative appointment form (3A, 3B, or 3C) to MAS via the CoRe system. Use this checklist after internal approval in Regnify (declaration status = "Good") and before lodging with MAS.

The checklist is organized into sections matching the form structure and submission process.

Section A: Representative Identity and Eligibility (5 Points)

1. NRIC/FIN/Passport Matches Exactly

  • [ ] The name on the form matches the NRIC/FIN/passport exactly (spacing, capitalization, special characters)
  • [ ] If a Singapore Citizen/PR: NRIC number is entered and passes checksum validation
  • [ ] If a non-citizen with FIN: FIN is entered and passes checksum validation
  • [ ] If a non-citizen without FIN: Passport number is provided
  • Why this matters: MAS cross-checks the NRIC/FIN against ICA records. Any mismatch triggers a query that delays processing by weeks.

2. Date of Birth is Correct

  • [ ] Date of birth matches the NRIC/FIN/passport
  • [ ] Format is DD/MM/YYYY
  • [ ] Individual is at least 21 years old (MAS minimum age for representatives)
  • Why this matters: Date of birth discrepancies between the form and MAS records are a top-5 rejection reason.

3. No Existing Active Appointment Conflict

  • [ ] Confirmed that the individual does not have an active appointment with another principal for the same regulated activity (unless acting for related corporations)
  • [ ] If the individual has a prior MAS representative number, it is entered correctly
  • [ ] Any prior appointment has been properly ceased with MAS before this new appointment
  • Why this matters: MAS will reject a new appointment if the individual already has an active appointment for the same activity with a different principal (unless specifically permitted under the related corporations provision).

4. No Blocking Declaration in Regnify

  • [ ] No other non-Draft declaration exists for this representative in Regnify
  • [ ] Any prior Rejected or MAS_Rejected declarations have been resolved or withdrawn
  • Why this matters: Regnify enforces the one-active-declaration rule. The system will block submission if another declaration is in the approval chain.

5. Representative is Aware and Consents

  • [ ] The representative has reviewed all form data and confirms accuracy
  • [ ] The representative understands the consent provisions (MAS may verify information with third parties)
  • [ ] The representative has signed the declaration (or equivalent electronic consent)
  • Why this matters: MAS requires both the principal and the representative to authorize the submission.

Section B: Principal and Organisation Details (3 Points)

6. Principal Company Name is Correct

  • [ ] The company name matches exactly with the name in MAS licence records
  • [ ] UEN number corresponds to the correct licensed entity
  • [ ] The entity holds an active CMS licence or FA licence for the relevant activities
  • Why this matters: Submissions from entities without an active licence or with a mismatched name will be rejected.

7. Licence Covers Proposed Activities

  • [ ] The principal's CMS/FA licence covers all the regulated activities selected in the form
  • [ ] If the representative is being appointed for new activities not currently on the licence, confirm a variation has been or will be submitted
  • Why this matters: A representative cannot be appointed for activities that the principal is not licensed to conduct.

8. Contact Details are Current

  • [ ] The principal's contact person details are up to date
  • [ ] The contact email can receive MAS correspondence and queries
  • [ ] Phone number is reachable during business hours (Singapore time)
  • Why this matters: MAS sends queries to the contact person. Missed queries can result in delayed processing or rejection.

Section C: Proposed Activities Alignment (3 Points)

9. At Least One Activity Selected

  • [ ] At least one SFA or FAA activity is checked
  • [ ] Selected activities reflect the actual duties the representative will perform
  • Why this matters: Mandatory validation rule — form cannot be submitted without at least one activity.

10. CMFAS Modules Correspond to Activities

  • [ ] For each selected SFA activity, the individual has passed the corresponding CMFAS module(s)
  • [ ] For each selected FAA activity, the individual has passed Module 5 and any additional required modules
  • [ ] CMFAS certificates are current (not expired, if applicable)
  • [ ] For Form 3B: Examination registrations are confirmed for all required modules
  • [ ] For Form 3C: Equivalent qualifications documented if seeking CMFAS waiver
  • Why this matters: MAS validates CMFAS examination records against IBF's database. Missing or expired modules are a leading cause of rejection.

11. Proposed Commencement Date is Realistic

  • [ ] Date is set after the expected MAS approval (allow at least 14 business days for processing)
  • [ ] The individual will NOT commence activities until their name appears as "Appointed" in the MAS Public Register
  • Why this matters: MAS requires confirmation that the representative will not start regulated activities before official appointment.

Section D: Fit and Proper Assessment (5 Points)

12. Background Checks Completed

  • [ ] Criminal record check completed (Singapore and, if applicable, overseas jurisdictions)
  • [ ] Regulatory action search completed (MAS, and home jurisdiction if overseas experience)
  • [ ] All findings documented and assessed
  • Why this matters: Required under MAS Guidelines FSG-G01. MAS may request evidence of background checks.

13. Reference Checks Completed

  • [ ] At least 2 reference checks from previous employers (past 5 years)
  • [ ] References have been contacted and responses documented
  • [ ] Any concerns raised by referees have been assessed and documented
  • Why this matters: MAS expects the principal to have conducted thorough reference checks as part of due diligence.

14. Credit Bureau Report is Current

  • [ ] Credit Bureau Report obtained from CBS
  • [ ] Report is dated within 3 months of the submission date
  • [ ] No undisclosed adverse findings (bankruptcies, defaults, judgments)
  • [ ] If adverse findings exist, they are disclosed in the Fit and Proper section with assessment rationale
  • Why this matters: An expired CBS report (older than 3 months) will be rejected. Undisclosed adverse findings discovered by MAS can lead to rejection and regulatory scrutiny of the principal.

15. Bankruptcy and Financial Soundness Confirmed

  • [ ] The individual is not subject to a bankruptcy petition
  • [ ] The individual is not an undischarged bankrupt (in Singapore or elsewhere)
  • [ ] The "not_bankruptcy" checkbox is checked in the Fit and Proper section
  • [ ] No undisclosed creditor arrangements or judgment debts
  • Why this matters: Bankruptcy is an automatic disqualification from serving as a representative unless MAS grants a specific exemption.

16. Conflict of Interest Assessment

  • [ ] Assessed for conflicts arising from shareholdings, directorships, and dual appointments
  • [ ] The "no_conflict_of_interest" checkbox is checked
  • [ ] If the individual acts for multiple principals, confirmed they are related corporations
  • [ ] Any potential conflicts are documented with mitigation measures
  • Why this matters: Undisclosed conflicts of interest can result in MAS rejecting the appointment and investigating the principal.

Section E: Required Declarations Complete (4 Points)

17. Competency Declarations Checked

  • [ ] SFA competency declaration (SFA 04-N22) is checked
  • [ ] If FAA activities are selected: FAA competency declaration (FAA-N26) is also checked
  • Why this matters: These are mandatory compliance declarations that the principal has verified the individual meets all competency requirements.

18. Adverse Information Declaration Selected

  • [ ] Exactly one of the two adverse information options is selected:
  • Option 1: "Not aware of any adverse information"
  • Option 2: "Aware of adverse information, assessed, and considers individual meets F&P criteria"
  • [ ] If Option 2 is selected, detailed assessment and mitigation measures are documented
  • Why this matters: MAS requires a definitive statement on adverse information. Selecting Option 2 triggers heightened scrutiny — ensure documentation is robust.

19. Other Required Declarations Checked

  • [ ] "Other Fit and Proper requirements (FSG-G01)" is checked
  • [ ] "Due diligence documented (section 99H(4) SFA / 23F(4) FAA)" is checked
  • [ ] "CPF not in arrears" is checked (mandatory for ALL applicants, not just self-employed)
  • Why this matters: These are non-negotiable declarations. Incomplete declarations will be returned by MAS.

20. Legacy Declarations (if applicable)

  • [ ] For older declarations using the d1-d5 format: all five checkboxes are checked
  • [ ] Note: New declarations should use the structured declaration fields, not the legacy d1-d5 format
  • Why this matters: Incomplete legacy declarations fail validation.

Section F: Supporting Documents (3 Points)

21. Minimum Document Requirement Met

  • [ ] At least 1 supporting document is attached to the declaration
  • [ ] All documents are in PDF format and under 5 MB each
  • [ ] Document categories are correctly assigned (not all "Select type")
  • Why this matters: Regnify blocks submission without at least 1 document. MAS expects a complete documentation package.

22. Critical Documents Present

  • [ ] NRIC/Passport copy attached
  • [ ] CMFAS certificates for all required modules attached
  • [ ] Credit Bureau Report (within 3 months) attached
  • [ ] Resume (10-year employment history) attached
  • [ ] Fit and Proper check documentation attached
  • Why this matters: Missing critical documents are the single most common reason for MAS queries, which reset the 14-day processing clock.

23. Document Quality Check

  • [ ] All PDFs are legible and complete (no truncated pages)
  • [ ] Names on documents match the name on the form
  • [ ] Documents are in English (or accompanied by certified translations)
  • [ ] No password-protected PDFs (MAS may not be able to open them)
  • Why this matters: Illegible or password-protected documents will trigger a query or rejection.

Section G: Final Verification (2 Points)

24. Internal Approval Complete

  • [ ] Declaration has passed through all approval steps in Regnify (status = "Good")
  • [ ] All approver comments and conditions have been addressed
  • [ ] No outstanding send-back requests
  • [ ] Fit and Proper assessment has been confirmed satisfactory
  • Why this matters: Only declarations at "Good" status should be lodged with MAS. Lodging incomplete or unapproved declarations undermines the internal control framework.

25. MAS Lodgement Preparation

  • [ ] Authorized officer (typically compliance or CEO) is ready to lodge in CoRe
  • [ ] CoRe credentials are active and 2FA is configured
  • [ ] $200 lodgement fee payment method is available (corporate credit card or authorized bank account)
  • [ ] The form data in Regnify matches what will be entered in CoRe (perform a side-by-side comparison)
  • [ ] Submission reference number will be recorded in Regnify after lodgement
  • Why this matters: Discrepancies between Regnify data and CoRe entries can cause confusion during MAS review. The lodgement fee must be paid at the time of submission.

Quick Reference: Common MAS Query Patterns

When MAS raises a query, the processing clock resets. These are the queries most frequently raised:

  1. NRIC/name mismatch — Name on form does not match MAS/ICA records
  2. Missing CMFAS certificate — Module required for selected activity not documented
  3. Expired CBS report — Credit bureau report older than 3 months
  4. Incomplete employment history — Gaps in 10-year employment history not explained
  5. Undisclosed regulatory action — MAS finds a regulatory action not declared on the form
  6. Activity/licence mismatch — Selected activity not covered by principal's licence
  7. Multiple principal conflict — Individual already appointed with another non-related principal
  8. Adverse information without assessment — Option 2 selected but no supporting documentation
  9. Missing Fit and Proper documentation — Background check evidence not provided
  10. Illegible documents — Uploaded PDFs cannot be read
